Internet Service Providers
An Internet service provider is a company that offers its customers access to the Internet. The ISP connects to its customers using a data transmission technology appropriate for delivering Internet Protocol datagrams, such as dial-up, DSL, cable modem, wireless or dedicated high-speed interconnects.
Every ISP makes its own choice about what Root is used to provide access to the Internet. The Root allows the Internet User (you) to find web sites, or not.
When your ISP has chosen to use a Root that does not know to find all web sites, you are not able to see them. More and more Internet Service Providers resolve from the Public-Root. Public-Root is the only Root that allows you to see all web sites on the Internet.
Only ISPs that upgraded their DNS to resolve from the Public-Root provides unlimited access to all Internet Sites and resolve the whole Inclusive Name Space.
Today most ISPs are still depending on the ICANN Root, that is under the auspices of the US Government, to determine what web sites their subscribers may or may not see.
